Duty & FTA
Cushions classify under HS 6304.92 (cotton, not knitted) or HS 6304.93 (synthetic fibre). The Netherlands imports under the EU Common Customs Tariff; the India–EU FTA is under negotiation but not yet in force. MFN duties on HS Chapter 63 home-textile lines apply. Dutch import VAT (21%) applies on landed value; however, many Dutch and international importers use the Article 23 VAT deferment licence to defer VAT to their periodic VAT return — a material cashflow benefit for large-volume programmes. EU REACH Regulation 1907/2006 governs SVHC and AZO-dye restrictions; EU Textile Labelling Regulation 1007/2011 mandates fibre-composition labels in Dutch (and often English for re-export to the UK or Scandinavia). The Netherlands operates a rigorous Warenwet (Commodities Act) framework for product safety. Dutch hospitality and contract-furnishing channels specify NEN-EN 1021 (cigarette and match tests) for upholstery cushions. Dutch retailers were early adopters of Fair Wear Foundation audits alongside Sedex SMETA — we provide both where required.

Dutch home-textile buyers commit AW ranges in January and SS ranges in August. The principal Dutch home-lifestyle trade show is Trendz Gorinchem (January and August).
