A bathroom rug set is one decision for the shopper and a bigger basket for the store, which is why sets sit at the front of most bath programs. It is also where the avoidable mistakes happen: pieces that do not match, contours that do not fit, and packs the shelf cannot take. I am Abhijat Paliwal, and at Abhi Home® we have made home textiles in India since 1965, including cotton bath mats and bath rugs as OEM / private label production under the buyer's brand. This guide covers what to know before ordering wholesale bathroom rug sets: formats, constructions, matching, backing, US rules, the brief and quotes.
Wholesale bathroom rug sets: a private label guide
What a wholesale bathroom rug set is
In the US trade a bathroom rug set usually means a main bath rug sold with a contour rug, and often a lid cover, in one pack. In the UK and Europe the same product is a bath mat set or pedestal mat set. On the factory floor the words make no difference: the brief decides construction, sizes, weight and backing. Our guide to bath mat and bath rug formats covers the vocabulary.
Finished stock from a wholesaler is quick, but you take someone else's design, sizes and label. In a private label program every detail that decides quality and margin belongs to you. Abhi Home® works only at the private label end, for retail chains, importers, wholesalers and e-commerce brands.
The four set formats and where each sells
We make bath rug sets in four formats. Each answers a different bathroom, so a range usually carries two or three.
| Format | What is in the pack | Where it sells |
|---|---|---|
| 2 piece: rug and contour | Main bath rug with a matching U-shaped contour rug for the toilet base | The classic US set and most ranges' opening price point |
| 3 piece: rug, contour and lid cover | The 2 piece set plus an elasticated lid cover in the same construction and color | Value retail and online bundles |
| Two rugs, two sizes | A standard rug paired with a larger one | Double vanities, bath plus shower |
| Rug and runner | A standard rug with a matching long runner | Long, shared and rental bathrooms |
A long vanity with two basins can use one runner rather than two small mats. Our bath runners and large bath rugs are made to the dimensions in the brief and matched to a standard rug, and the full-size sample is checked flat after washing before bulk.
Constructions for bath rug sets
A set can be built from any of our cotton constructions, confirmed at sampling. Three come up most on set briefs; reversible is a fourth option that changes the backing rules.
Tufted. Cotton yarn is punched through a base fabric to form loops or cut pile. Tufting takes raised patterns well, and the contour and lid cover can carry the same pattern as the rug. A tufted piece can be single-sided, with an anti-skid backing, or reversible, with two usable faces. Most sets are single-sided, because the backing keeps a contour in place around a toilet base. See our tufted cotton bath mats.

100% cotton chenille. Chenille is a yarn before it is a rug: short lengths of pile are twisted between two core yarns, which builds a deep, rounded surface softer than a standard cut pile. We make chenille bath rugs in 100% cotton as single rugs, sets and runners. Yarn quality decides whether chenille keeps its pile through washing, so we test pile security on every chenille sample.
Woven. A woven bath mat is made in one piece on the loom, so the pebble, bubble or ribbed relief is part of the cloth. Nothing sheds, and the relief lets air through so the piece dries faster than a deep pile. Woven mats are normally single-sided with an anti-skid backing and give a flatter, quicker-drying set at a lighter weight. See our woven bath mats.

Reversible. A reversible cotton bath mat has two usable faces, and tufting is the easiest way to make one. Because both faces are used, a reversible piece cannot take any anti-skid backing or treatment, so a reversible set has no backing on any piece and the contour relies on placement rather than grip.

Why matching is a factory problem
Most set complaints are not about the rug but about the pieces not matching. A rug and a contour that look the same on a screen can sit a shade apart on the shelf, and shoppers notice.
The cause is almost always timing: pieces made at different times, from different yarn batches, dyed in different lots. The fix is procedural, which is why I call it a factory problem. Every piece of a set is made together, from one yarn batch and one dye lot, and checked side by side before packing. Ask any factory to confirm that in writing and to show you the pieces together at sampling. Keep the approved sample, color standard and specification together so reorders match; our guide to specifying a cotton bath mat program covers the specification line by line.
Backing: one choice for the whole set
On a single-sided set, every piece should carry the same backing, so the whole set washes and grips the same way. Mixing backings is a false economy: the pieces age differently and the care label cannot be right for both. We confirm the backing in writing at sampling, then wash-test it on the approved sample so grip and adhesion are proven before bulk. Unbacked versions are available on request.
- Latex (full coat). Locks the pile in and gives the firmest grip on tile. Our standard. Latex has a heat limit, so it suits low-temperature home washing and line drying, not hot tumble drying.
- Spray latex. A lighter layer; the rug stays softer and more flexible, with good grip for everyday use.
- Hot melt. A thermoplastic adhesive applied as a dot or line pattern, leaving part of the back open.
- TPR rubber. Generally more flexible than latex and more durable through repeated machine washing, so the usual pick for sets washed often.
Tell us how the set will be washed and dried in your market and we will recommend a backing and prove it on the sample. If the pack will carry a "non-slip" claim, have a test lab test it first.
Sizes, contour fit and lid covers
Any size is possible for every piece. Our running sizes for the main rug are 50 x 80 cm and 60 x 90 cm; many US briefs use inches instead. Write the finished size of every piece with a tolerance, measured after washing, because a cotton rug shrinks a little on the first wash.
Contour rugs are where sets most often fail at home, because no single contour fits every toilet. We set the cut-out to the toilet bases common in your market, or to a template you send, and confirm the fit on the sample; a range sold in more than one market may need more than one template. Lid covers are the same story: the elasticated edge must suit the lid shapes your customers have, elongated or round, and is checked on a real lid at sampling.
US rules for imported bath rug sets
Each of these needs to be agreed with the factory before the sample is approved. I am a manufacturer, not a lawyer, so confirm this checklist with your compliance team and customs broker.
- Flammability of small rugs. Bath rugs, contours and most runners fall under the federal Standard for the Surface Flammability of Small Carpets and Rugs, 16 CFR Part 1631, which applies to rugs with no dimension greater than 6 feet and an area of no more than 24 square feet, mats included. A runner can cross those limits, so agree a test plan for each size in the set.
- Fiber content, origin and manufacturer identity. Under 16 CFR Part 303, the Textile Fiber Products Identification Act rules, the label must show the generic fiber names and percentages, the country of manufacture, and the manufacturer or marketer by name or registered identification number. Agree the label text, and which piece carries it, at sampling. Our sets are labeled made in India.
- Harmful-substance testing. OEKO-TEX® STANDARD 100 certifies that every component of a finished textile article has been tested for harmful substances. It is our default for bath programs, and the certificate travels with the shipment and must name the production site and product scope.
Our buyer's checklist for importing bath rugs from India covers the documents that travel with the order.
Packing a set as one retail unit
A set is sold as one unit, so it must arrive as one unit: pieces folded together with a header card, band or bag in your branding and one barcode per set. Agree at the pre-production sample which piece faces out, the pack type (belly band, polybag or printed bag), which piece carries the label, and sets per carton with carton marks. Then agree the shipping basis; our guide to FOB vs CIF vs DDP sets out who pays for what.
What to put in a bath rug set brief
A clear brief is the cheapest quality control you will ever buy. When every factory quotes against the same document, the quotes become comparable and the sample approval becomes a real check. This is what I ask set buyers to send:
- Format: 2 piece, 3 piece, two-size or rug and runner, and the pieces in each.
- Construction: tufted, 100% cotton chenille or woven; single-sided, or reversible for a tufted set.
- Sizes: finished size of every piece with tolerance, the contour template and the lid shapes.
- Weight and backing: pile weight or GSM range; latex, spray latex, hot melt or TPR rubber, or none for a reversible set.
- Colors and fiber: color standards, colorways per design, one dye lot per set; conventional, organic (GOTS or OCS) or recycled (GRS) cotton.
- Labels and packaging: care text matched to the backing, fiber and origin label text, pack type, barcode and carton marks.
- Quantities, dates and shipping basis: quantities per design and color, in-store date, FOB, CIF or DDP.
How to compare wholesale rug set quotes
Two quotes are only comparable when they describe the same set on the same terms. Check that both name the same pieces at the same sizes (a "3 piece set" with a smaller contour is a different product), the same construction and pile weight (a lighter pile is the easiest way to make a quote look cheaper), one dye lot per set in writing, the same backing on every piece, a test plan per size with certificates naming the site, and the same packaging and shipping basis. Then compare landed cost, not unit price.
MOQs with us are flexible, so a small first order on one or two designs is a sensible way to test a factory before scaling a set across stores. Request a quote against your written specification, not a price list.
Frequently asked questions
What is in a 3 piece bathroom rug set?
A main bath rug, a contour rug that sits around the base of the toilet, and a lid cover with an elasticated edge, all in the same construction and color. We also make 2 piece sets, two-size sets and rug and runner sets.
Will the pieces in a wholesale rug set match in color?
They will if they are made together. At Abhi Home® all pieces of a set come from one yarn batch and dye lot and are checked side by side before packing. Ask any factory to confirm that in writing.
Can a bathroom rug set be reversible?
Yes. A reversible set is built from reversible tufted pieces with two usable faces. Because both faces are used, no piece can carry an anti-skid backing, so the contour relies on placement rather than grip. If your market needs a non-slip contour, choose a single-sided set.
Can Abhi Home® make bathroom rug sets under my brand?
Yes. Abhi Home® makes 2 piece, 3 piece, two-size and rug and runner sets as OEM / private label production under the buyer's brand, made in India, with BCI, GOTS, OEKO-TEX and GRS certifications and flexible MOQs.
